Supplier Qualification
Before projects commence the Procurement process, we have done all the hard work pre-qualifying Solar Retailers and Installers to participate on the Beam Solar platform
Pre-qualification
We set a high bar for entry onto the Beam platform to ensure only experienced, qualified and financially stable solar retailers and installers qualify. Solar retailers and installers must meet the following minimum criteria:
- Minimum 5 years of operation in commercial solar
- Clean Energy Council (CEC) Solar Retailer and Installer accreditation
- Three customer references of commercial solar projects
- An Equifax credit score of at least 300
- Hold current and appropriate product liability and professional indemnity insurance cover
Supplier Ratings
The Supplier Rating is a real time score of how good a solar retailer or installer is. Attributes that are scored include:
- Credit Score: Assessed annually by Equifax
- Solar Audit Score: Average score from our solar engineers' audits
- Customer Feedback Score: Based on our customer survey
- Management System Certification: Points for AS and ISO certifications
- Contract Score: Standard Capex and PPA contract terms
- Volume Score: Quantity of MW installed over the last two years
- Experience Score: Based on the first commercial-scale project installation
Minimum Requirements
Suppliers must comply with a 22-page Supplier Conditions for Participation document, ensuring offers meet all standards and requirements.
Initial Offers
Initial Offers allows your customers to quickly obtain offers for solar, battery and/or electrification projects and compare these offers in a meaningful way, select an offer to contract or shortlist for Final Offers. The process is similar to an Expression of Interest.
The first step in the Initial offers process involves developing an Offer Request that will be shared with eligible suppliers. The Offer Request includes:
- The Sites and Configurations of solar, battery and electrification systems
- The Project Brief, providing background on the project, descriptions and additional information
- Supporting data from the assessment including interval data, tariffs, modelling and solar layouts
- Supporting documents relevant to the project and customer requirements
Eligible suppliers are invited to participate in the project and submit offers through the beam.solar platform. Offer submission is highly structured to ensure offers are accurate and comparable for all suppliers in the offer comparison. The Offer Submission structure includes:
- Site information such as indicative solar layout, interval data, tariffs and modelling
- Target solar array type, solar, inverter, battery, PFC and EV charger sizes
- Offered solar, inverter, battery, PFC and EV charger sizes which can differ from the target size
- Offers price for requested contract types, including price, escalation rate and type for PPAs
- Nomination of incentives that the supplier will be retaining such as STCs, LGCs and VEECs
Initial Offers Table
Initial Offers are presented in the offers table, available online and in PDF. The offers table presents the offers in a easily comparable format so the pros and cons of each offer can be considered. The Initial Offers include the following features:
- Proposed system layouts submitted by the Supplier for their proposed solution
- Offered array type, solar, inverter, PFC and EV charger sizes
- Offered price, including generation type and escalation rate for PPA and finance offers
- Supplier retained incentives such as STC, LGC and VEECs
- Annual savings, calculated independently in the platform based on the offered configuration, system sizes and supplier retained incentives. This provides a true and accurate measure of the savings for each offer so an objective comparison can be made.
- Price score, calculated independently in the platform based on the offered configuration, system sizes and supplier retained incentives. This provides a true and accurate measure of the price for each offer so an objective comparison can be made.
- The Supplier Rating, specific to each supplier and contributing 20% of the overall score
- Solar module, inverter, battery and EV charger score, contributing 20% of the overall score
- Whole of system warranty term, contributing 10% of the overall score
- Additional details and documents provided by the Supplier
- Total costs, annual savings and payback periods for selected sites and configurations
- Total sizes of solar, battery, PFC and EV chargers for selected sites and configurations
- Overall score and breakdown of supplier rating, non-price score and price score for each offer
Initial Offers Selection
Initial Offers are presented to help you evaluate options and make choices. You can select different suppliers, sites, configurations and contract types that have been offered and these will be included in the summary and scoring. Selected offers can be exported in a report or CSV file and unselected offers can be hidden from view.
- Accept Offer - select an offer to accept and we will assist you to contract with the selected supplier
- Shortlist - select multiple offers from multiple suppliers to shortlist for Final Offers
Final Offers
Final Offers allows your customers to obtain detailed and firm offers for solar, battery and/or electrification projects so that they can select a supplier, contract and implement their project. The process is analogous to a detailed Request for Proposals (RFP).
Because significant work will be required to facilitate the Final offers procurement process we ask customers to commit to the project by signing our Final Offers Agreement. The Terms and Conditions of the Final Offers Agreement can be found in the Terms and Conditions section of this proposal.
In summary, the agreement states that:
- Beam will facilitate the Final Offers procurement process for the customer
- Beam will obtain a commission from the Supplier that the customer selects to implement their project when a contract is executed
- If the project does not go ahead or the customer does not contract with a supplier through the Beam's Final Offers process, Beam may charge the customer for work carried out, up to the commission value.
Alternatively, we are happy to provide a fixed fee proposal for the Final Offers process where there is no obligation to proceed with the project.
Suppliers must comply with a 22-page Supplier Conditions for Participation document, ensuring offers meet all standards and requirements. These conditions are in addition to Australian Standards and Clean Energy Council Standards and continue to be developed as standards and technology evolve.
For Final Offers, a large number of additional items are added to the Offer Request to obtain the necessary detail about a supplier's offered solution. Additional items in the offer request include:
- Site information including architectural drawings, photos, videos and ownership details
- Feasibility studies completed such as Beam's Solar Feasibility Assessment, structural and geotechnical feasibility studies
- Default Inclusions and Exclusions that can be added, removed and fully customised for your project
- Contractual Requirements including:
- Practical Completion dates and liquidated damages
- Defects Liability Period and security percentage
- Operation and Maintenance Contract requirements such as term, fault response times and frequency of reporting, inspection and cleaning.
- Performance Guarantee percentage, term and underperformance damages rate
We coordinate and attend site inspections by Suppliers at the target site(s). This can be done as a single site visit with all shortlisted suppliers attending or with suppliers attending individually. We will work with your site contact to coordinate a suitable time(s) and ensure inductions and PPE requirements are met by all attendees.
The site inspection will typically involve inspection of roof areas, distribution boards, connection points, potential inverter locations, potential cable runs, site access and lifting locations and potential site storage. Our solar experts will answer any project specific questions and we'll rely on your site contact for site specific questions.
Shortlisted suppliers are invited to participate in the project and submit offers through the beam.solar platform. Offer submission is highly structured to ensure offers are accurate and comparable for all suppliers in the offer comparison. The Offer Submission structure includes:
- Site information such as indicative solar layout, interval data, tariffs and modelling
- Target solar array type, solar, inverter, battery, PFC and EV charger sizes

- Practical Completion dates and liquidated damages
- Defects Liability Period and security percentage
- Operation & Maintenance Contract
- Performance Guarantee percentage, term and underperformance damages rate
- Offered Inclusions and Exclusions including comments where these differ from the Offer Request
- Additional details and documents provided by the Supplier
- Total costs, annual savings and payback periods for selected sites and configurations
- Total sizes of solar, battery, PFC and EV chargers for selected sites and configurations
- Overall score and breakdown of supplier rating, non-price score and price score for each offer
Weightings for different components of the Final Offers can be adjusted and set by the customer at the Offer Request phase. This should align with how important each component is when deciding which supplier to select for contracting and implementation.
Weightings will impact the overall score and ranking of the suppliers. There is no obligation to select the Supplier with the highest overall score.
Final Offers Selection
Final Offers are presented to help you evaluate options and make choices. You can select different suppliers, sites, configurations and contract types that have been offered and these will be included in the summary and scoring. Selected offers can be exported in a report or CSV file and unselected offers can be hidden from view.
From Final Offers you can select a Supplier to contract with and implement your project.
Contract Execution
Whether contracting from Initial Offers or Final Offers, Beam will assist your customers in the contract execution process.
Once a supplier has been selected, we will assist your customer with contract execution. A large amount of alignment in contract terms has been achieved in the process to date with the Supplier Conditions of Participation and the Final Offers request, responses and scoring, however there is often work involved in finalising a contract acceptable to both parties.
We will assist with the following tasks and provide general support during the contract execution process:
- We will request a final contract from the successful Solar Retailer incorporating the terms and conditions agreed in the offers process
- We will review the major commercial terms and propose amendments to align with the tender requirements if they do not align.
- We will assist your legal term to interpret the more technical contract terms specific to the solar industry.
- We will provide feedback on acceptability of contract terms proposed by the Solar Retailer
- We will facilitate final contract execution between the Solar Retailer and you based on terms and conditions agreed in the RFP process.
We are on your customer's side during these negotiations to ensure your interests are reflected in the contract with the successful supplier.
